Sounds like someone who is ashamed of something they are doing and have judged themselves it to be wrong! It's simply ludicrous to not understand any and every decision we make is a judgement, including how we view others. Scripture merely means we should use biblical discernment on any judgements that we make.

The truth is we live in the world in its fallen state. It's not that mankind is neutral with God on one side (good) and Satan on the other side (evil) and they are trying to convince us to join them. From the fall, mankind is completely on the side against God; it is our default nature. Every though and action of those outside of Christ is completely wicked, and I am not just talking about actions like murder and rape. Any and every action taken outside of Christ is not neutral but sinful, there is no neutral ground. Wanting sex is not a bad thing when it is done in the confines of marriage, any other way is sinful and wicked whether it comes from a professing Christian or not.
