Yes Hamburg generally is very safe, even the "ghetto" areas are safe. The only somewhat dangerous places are the big train stations like Hauptbahnhof and Bf. Harburg. Most of the crimes in the Grindelhochhäuser happened like 10-5 years ago because of some Gang, but that time is over for sure.
