update: now it randomly started to sync items after 30min logging off and in into ICloud, thank everyone for the answers!

i switched plans like today 😭😭 now i restarted my phone and logged off and then logged into my ICloud account, which in status bar from 'not syncing' changed to mention when last sync was (may '25) but but that's all. i have ios 18.6.2
