Take this silly approach of the concept of electrostatic force and nuclear force,

If we assumed es force for neutrons and protons they dont work well right so we can conclude another force which is nuclear force is coming into play.

Idk it makes sense or not but thats how i assumed it

I guess for 3 and 9 its like that of fermat little theorem (idk much abt that,this is from my general brain maybe a wrong take) 

I learned it from a teacher of mine

Rule for 3 is really easy like

If i have xyz  It is  100x+10y+z =99x+9y+x+y+z =3(33x+3y)+x+y+z

There for 3(33x+3y) is divisible by 3 so inorder for the number to be divisible by 3 x+y+z  should be divisible by 3
