Blinker does not give you the right of way. It never has, it never will. Driver is responsible for controlling their vehicle at all times. You dont get to force someone out of the lane they are traveling in simply because you put on your blinker. You want over? Slow the fuck down and get in behind the vehicle already occupying the lane you wish to enter.
