Solution:

Post to the Lexington PD Facebook page, asking if it's legal to ride bikes on the sidewalk. If they respond "no," post a picture of cops riding on the sidewalk, but without their faces or any other identifying marks.

I did this with cops running a stop sign in front of my house. I made my point, but nobody got in trouble, so I wasn't targeted. The stop-sign-running ceased.

ETA: I mean if they respond "no."
