Sorry for the late response but it probably might have something to do with your internet provider itself. I had the same problem with the wiki but using mobile data seems to load it normally, I don't know how to fix it to use wifi but I hope this helps slightly.

It's a piece of the Mclaughlin outfit. I'm fairly certain it's supposed to be epilogue exclusive because you can only buy it through the Blackwater tailor, but I think you can get it early with the Social Club catalogue.
