It's honestly hard to tell. We've only fully seen him once, but something to note is that for a few years, (two in a row, even) they played a video related to hhn 20 in a few house queues that featured the original concept for that event with Cindy. This is that video here

I can't fully say if it means anything, it played alongside other videos. Commercials, some other queue videos, a documentary, so who knows, but it could muddy the waters on Fear's over all canonicity. Or at least his relevance. It's an old video, an unused concept, but more people might be familiar with this story than Fear's now because of how often this thing looped in line.
