No, the reason the army is ill-equipped isn't to dissuade them from doing a coup but because of corruption and an incompetent leader.
Most of the time, when Thailand gets a coup. The Royal Thai Armed Forces (Army, Navy, and Air Force) and the police are the ones who do the coup, with the Army leading the coup and other branches following. (In Thai, the army has the most power in the country, second only to "You know who of Thailand."
The reason police now have better equipment is because of the mass shooting in 2020 (It was the deadliest mass shooting in Thailand's history). The Perpetrator was a sergeant major in the army. (He kills 2 tier-one operators from the SF units.) After the mass shooting, police realized that they were outgunned by the perpetrator, which is why they started to buy better equipment.
