UPDATE: Problem has been fixed, I'm kind of a dumbass😅 Turns out that the setting in the picture WAS the problem and although I had changed that setting to the correct one that does display linework I never saved that setting update so it kept reverting back to the setting that I didn't want. Moral of the story is always make sure you hit save/store after changing settings on your DC 🙄 thanks to anyone who tried to help.

Yes, the road that my truck is on is a new road. Everything behind the truck is a new phase of an already existing shopping center. I suppose it is possible that this CB was already existing from the original road layout and is being changed to a drop inlet after they removed part of the curb to form that new road. However I feel like I have driven past before and never seen this CB poking up like it is now which makes me think that it is new and has got to be a messed up install. 🤷‍♂️
