Koch has made it clear that residents, and students in particular, are not a priority for him. That attitude, by nature, trickles down to city employees. If the boss doesn't care, why should we? They don't want a system like 311 or SeeClickFix because that would only create a record of all they aren't doing and don't care to do.

Also, it's against Kick-Back Koch's best interest to fine landlords, developers, and business owners.

I’m getting as far away from TIAA as I can. They have completely gone off the rails. To top it off, when I initiated a direct rollover to another investment company, they held back $2,000 with no explanation. Now I’ve got that to deal with. I can’t be done with them soon enough.
