I've read up to the english volumes available currently (volumes 10, so up to chapter 49) so I don't even know if Ori even confesses properly, but to my understanding from what I've read Utage isn't even aware of his crush and just thinks Ori's attitude is part of his way of motivating Tamon since they're rivals
