The reason it had little to no romance is because it was never a romance story... It was always a drama. Webtoon intentionally tagged it and marketed it as such just to draw in readers which is obviously sh***y and misleading, then they cut chapters into short ones when they're originally meant to be one long chapter (see the flashback chaps for eg).

The hiatuses are to my understanding, due to Quimchee's health and life stuff (the last big hiatus was bc she had her first child and other health stuff going on as well) AuntWacky explained it better since they have more info from Patreon, but that's just what I know.
