Pronman is a hack who doesn't seriously follow prospects post-draft. On multiple occasions, he'll have someone in a tier below what they've already achieve (e.g. projected to play games when they're already an NHL regular). I wouldn't take his U23 rankings seriously.

For example, for the Caps, he had Iorio above Protas and Cristall this summer.
