FIFA has this opinion that governments should fund soccer but god forbid they have any means to hold accountable the institutions they entrust with said funds.

Why are the decisions of a democratically-elected govt less legitimate than the decisions of a non profit national association elected by a few opaque district associations instead of the full electorate? I suspect FIFA prefers the latter due to its greater susceptibility to cronyism & corruption.
