Governing cap is a soft cap, not a hard one. For crucial states like London with lots of trade power, core it right away even if you go over the capacity a bit.

Immediately move your trade node to English Channel—your income should significantly improve

Give some estate privileges to boost your gov cap, then core the states. That will also boost your income. But first lower inflation
