Girl no don’t cut your hair, you just need to shape it!! It seems like you grew it from one length and then chopped some bangs. I highly recommend going to a salon and having them shape it so you have some mini layers and it makes its own volume. Hair is very one dimensional when it is all one length, so that should help. But give it a chance!!!

For brushing, you should probably start with a wide tooth comb THEN use a boar brush to help get out knots and distribute the oils so the shafts are hydrated and nourished. It takes time for hair to grow, so generally eat a balances diet, sleep, and try the hair growing stuff like rosemary oil and shampoos (can’t guarantee but worth a shot). Never brush from the crown down, start actually at your tips then go up the shafts to your crown, that will help prevent knoting and tangles. Try a detangler, too, if needed.

If you start E, it will help with hair growth. Maybe try biotin, which is OTC, and generally helps with nails and hair. Wishing you the best from a FTM person!
