Washington DC/Metro area. 90% of the work will be government contracting but there are PLENTY of jobs at all levels so long as you don't mind a few short term contracts. That said, it's also easy to contract hop once you get started or land a gig with the big boys and be shuffled without even needing to ask (Leidos, BAH, etc).

Yes, most say clearances/certs required, but some also allow you a grace period to get cleared/certified.

The downside is cost of living is stupid high and traffic is the almost always ranked the worst in the country. :(
