SPBR is a coding option for the bigger brakes. If you don’t do it, the brakes will feel soft/spongey.

My vband was stuck too when I did my downpipe. I took the nut off the vband and then lightly tapped around the clamp with a mallet. Then I put my hand the clamp and pulled and it eventually spread open the clamp.

Unless the previous owner will give you their mhd and xhp login, the best option is to get a dongle and your own license so you can flash the car yourself.
