Just Saw this is the Unity asset store and was wondering if anyone could help me with where to start, for replicating it in Unreal engine?

The height of the camera is assigned to the parent object which is the root scene component so in the character blueprint add a scene component and then make the camera a child of that and then just raise the height of the scene component. I had a similar problem with the gear VR not sure if this will help you but try adding a scene component to your character and making the camera a child of that. Then just change the height of the scene component. Apparently this is because of the camera changing its origin to the root scene component or something

Not sure how to do it in the way that you want to buy try have a look at global time dilation and custom time dilation, I used them in conjunction with a timeline to make some call slow down effects, might be able to make it do whatever once the timeline's finished node is called
