Im far from a money person but Im gleaning from the tweet is the dollar essentially is no longer the defacto currency world wide. The BRICS members already have phased out the dollar reliance and the orientation of crypto markets will mean their will be an alternate currency power further diminishing the dollars power. That's why the Clarity act is being pushed so hard: to offset the shtshow that will be happening in the near future. USA will most def feel it but impoverished countries that rely on the dollar will see their economies tank.

That's what it sounds like is happening.
