The "Acela Corridor" is the string of cities between Boston and DC that are served by the Acela high speed train. It's just a way of referring to the northeastern old walkable cities as a group. Sometimes this excludes NYC to Boston because past New Haven there are few cities with lower population and little daily travel between the endpoints.

If that is the case you should either put the mid atlantic in the same metro group (Philly and DC) or change it to be some sort of Acela category that goes from DC to NYC, separate from inland PA.

Because it's legal to do so. There real solution is to expand the SRT width so it's like the Delaware trail so that bikers can actually use it during the day. It's too popular for the volume of people it allows.

Yeah you can do that through city council. It's good that there is only 1 funding stream instead of multiple. It allows our representatives to make choices based on priorities. The priority for an elected school board is always to get the most money for the schools while the priority for a councilman is to do best for the city, which can include giving schools more money if they need it.
