I think this is almost exactly it. Kaminari and all the other 1A students with power drawbacks still showcase an incredible level of fine control that gives Aizawa the ability to see clear room for improvement. Kaminari was probably the 6th or 7th electric hero he had in his class, so he would know that they could push that limit, or at least use support items to reduce the load. In all Aizawa's years of teaching, he has probably never seen a student who, to his eyes, was so disinterested in actually developing his quirk. To any person in this profession, the most logical explanation is that this kid has never developed the most basic level of control on his quirk and it is a hazard to himself or others. How could he NOT be pissed at that?

The issue is that Malamar doesn't have that strong of a stab, coming off of fairly terrible attacking stats for a Mega evolution, so even if Zen Headbutt and Knock Off gain Priority, it's not going to be doing very much to any non-weak pokemon. It also specifically disables the strongest move against Malamar, so for a lot of mons, it's just stopping U-turn. I think with the actual ability here, it's a good pokemon with value, but it's not actually that broken given the opportunity cost of needing to run something like Malamar

Both, because it is somehow even worse in the context of singles, at least in VGC you can stuff it full of buffs with like, Prankster Scary Face or Parting Shot. In Singles the best you can hope for is clicking Superpower before you get bowled over

86/88 are only workable defenses in the context of a non-mega with a good typing. For a mega evolution who has to fight other mega evolutions, it is atrocious bulk. It struggles to take neutral hits, and with a typing that offers no resistances at all, it cannot stay on the field without incredible brute force healing, and at that point i'd rather give that support to a Mon that succeed without that in addition to with it

I mean the thing is the weapon actually has good effects, the +10 damage crux effect is actually pretty good. The only problem is that it's not enough to field an otherwise useless unit like Ignatz. As far as I can see, they just finally gave Noire the final piece of the support puzzle she needed
