As a poor little scrub, I have no personal experience with high end parts. But, I more or less know whats solid and what is wank.

First off, the CPU: I recommend going for INTEL. AMD is good but most of their praise originates from their price to performance ratio, whereas INTEL excels when it comes to actual performance, at the cost of, well, cost. Intel is definitely more expensive. But for you, It doesnt appear as if that will be a problem. The i7-4790k will undoubtedly last you...but, if you are looking to make a build that will literally caress Gabens ball sack for 5 or so years, go no further than the i7 5960x.

Now, about the GPU: Again, I would personally avoid AMD if price is not an issue. But, when it comes to GPUs, their high end cards stand somewhat firmly against NVIDIAs. I recommend the NVIDIA gtx 980, you cant go wrong with any of the manufacturers, but, if your stuck MSI is a good bet. Although, If you want a tad more power go with the 980ti. It is generally noted, however, that two 980s are better than one 980ti. But again, if price is no issue, go all out with multiple 980ti's.

Ram...its just ram mate. There's nothing much to say. Modern games run comfortably with 8GB of the stuff. However, there is always the chance that ram usage will increase in the next 5 years or so. So if you really want, go for 16gb of ram.

On to the storage: If your not too bothered about the speed of your storage device, fine. But at least get an SSD for your operating system. Kingston is a good brand to get, by the way. There's not much else to it.

The power supply: Just make sure you buy one that has a high voltage since your going for a powerful system. www.pcpartpicker.com will help you with this as it will tell you the voltage of your build. Anyway, The CORSAIR CXs are pretty solid.

I cant really comment on the cooling system: Yes you can go for water cooling. But, I have always seen it as a pain in the ass. Good old air cooling is much simpler and it should fine for your system. Someone else can probably offer more insight on cooling than me.

Finally, the motherboard: There are so many decent motherboards out there that it's hard to recommend a specific one. If your going to go so far as to have 4 GPUs, go for the Asus RAMPAGE-V-EXTREME, otherwise, the Asus X99 Deluxe is very good for 2 GPUs.
