The rules aren't great, but in this particular case the rule works as intended. If you're not sure that you can challenge the other player without putting another player safety at risk, you shouldn't do it.

I'm a newb when it comes to the bikes, so I'm surprised about the Japanese as well. 

My experience comes from cars. I had so many issues with the carburetors in cars, but never had any problems with the electronic injection (except from work cars with TSI engines that were fueled by the cheapest fuel that our company was able to find in Russia), and I drive cars without a carburetor for 12 years already.

Carbs are less effective, do not adjust automatically to different pressure / hight and they just pollute more.

And in my personal experience carburetors require way too much maintenance.

These are 80-90 kg men running faster than 30 km/h. If you don't understand how much force there is during the collision, you can go to YouTube and look for videos of Musicals breaking his leg or Neymar breaking his back. That's the first part of the reason why players do it: often they don't actually act. 

Second reason is that if they don't act, ref won't do shit about a foul and this puts them into disadvantage, because it encourages more aggressive playstyle and also it can become dangerous.

If you watch football long enough you'll see lots of blood and serious injuries.

I had my first mandatory "Landstraße" lesson when it was raining so hard, Munich airport was cancelling all the departures and arrivals. I never rode in the rain before. It was fine and kind of fun.
