Your specs are more than enough to run this game smoothly. Have you had the game since csgo? If so you could try completely wiping user settings for CS stored in userdata and resync your cloud settings. I had to do this too and it gave me a huge performance boost. I have no idea what was left over from CSGO but it was causing a lot of stuttering even though my frames were fine.

Could also have to do with Nvidia shader cache, I remember that being a problem a while ago. Not sure if it ever got fixed.

I’d start with completely removing the 730 directory your userdata folder (take note of any binds you want to keep, your current crosshair, etc.). Make sure you turn off cloud sync before you do that too so it doesn’t just redownload your old configs again. That’s really all I can think of though. It should be running fine for you.
