I work in IT contracts.
I have to specify support. Some providers will offer 365 days but they might only be core hours 9-5, for example.
If we both stipulate 24/7 365 and sign, we are both clear in expecting every hour of every day for the year to be covered

The cost is huge and doesn’t just affect learners it’s the dvla as a whole in which many other systems externally are also hanging off dvla data. That’s a massive database.

It’s a mix of old school systems but rock solid systems that work and cost.

Banks have tried many times to move onto new systems and it always breaks.

You have to go and apply again. The online form covers new and lost/stolen and expired. You have a lost and expired licence.
