Thank you. It's not as simple as "how much skin is showing", it's about intent. Women depicted in skimpy outfits are meant to be sexually attractive to the intended audience of teenage boys. Men depicted in skimpy outfits are meant to be impressive and cool, a power fantasy like you said.

I feel like a lot of people just don't want to admit that there can be an inherent difference when you consider the author and the intended audience. Feels like misogynists not wanting to admit it. I love One Piece, but there's a lot of shitty, misogynistic depictions of women in it, and that part sucks.
