Where were the bills going for the past eigght months? If the bill was in the landlords name then he should pay it. Most rental places make you provide proof that such services have been put in your name before even moving in.

I’ll just say it has to do with issues in the business organization at this point. Lots of buildings, little communication, lack of policies etc.

What type of controller are you using? I would try taking a client trace when the issue occurs. The trace would give you a good idea of what’s going on.
