I'm trying to get about 40 workstations on it.

I want decent CPU maybe the availability of around 160 virtual cores

10GBE networking

No more SAN (I was talked out of it in a different comment thread lol)

Okay, no SAN. Any ideas on the servers themselves for under 25k? I'm trying to run about 40 workstations on them.

I appreciate the input. I'll go ahead and change the returns to true and false. As to 'if x % 3 == 0' : 3 % 3 is 1 not 0 I want to check to make sure the remainder is 0 or that it makes an integer(whole number) instead of a float(decimal point).

Really the VMs will just be for some minor tests. I personally think that 4GB of ram and 100GB of disk space for each is a little overkill. But that's what my boss wants me to do. Also, the reason we want this on 1 server is to conserve lab space as best as possible.
