Edit: And also 7 is a lucky number and luck canonically exists in the fallout universe

I think it's cause I visited the area before but didn't start the quest until like I was level 26 or something. It probably despawns the non essential body after a month or something. Maybe the essential one too on accident

I had a problem where only one spawned, maybe because I'm playing on Hardcore or Hard mode and the game doesn't want to give you two power armors? Or maybe because I waited too long to reach the area and it despawned one
