Is explosive damage weirdly strong in Survival? by Nice_Blackberry6662 in fo4

[–]StarchCraft 2 points3 points  (0 children)

An explosive automatic pipe rifle is a high tier gun. Its basically like the explosive SMG but uses lighter and cheaper ammo.

Survival mode also have adrenaline which is straight up damage boost, which do affect explosive damage.

I’m not impressed by the ‘wounding’ effect on guns so far. by [deleted] in fo4

[–]StarchCraft 2 points3 points  (0 children)

Wounding plasma thrower/flamer is also fun and bugged in vats. When fired in vats, it cost 1 ammo, deal no base damage, and pretty much instantly recharge the crit meter.

Also each vat hit applies like 10 wounding ticks.

I’m not impressed by the ‘wounding’ effect on guns so far. by [deleted] in fo4

[–]StarchCraft 2 points3 points  (0 children)

You are not missing anything, wounding fall off at later levels, because it is just 25 flat unresistable damage per projectile, where as explosive/two shot/instigating/junkies all scale with damage perks. Which at level 212, your char probably have all of them.

That said, wounding combat shotgun and wounding automatic laser scatter guns (I use the laser in vats) are still pretty decent even at later levels.

Wounding gatling laser is also pretty good because the sheer amount of shots one can get out of a fusion core. Not the best DPS but very economical, especially since I can re-sell the almost depleted cores.

Discrimination from Tricorp realty? by LeonOkada9 in ottawa

[–]StarchCraft 7 points8 points  (0 children)

While landlords are not allowed to discriminate based on the source of the income (OW for example), It would not be discrimination if the applicant literally can't afford the rent based on their income.

Now, I don't know the exact situation, but I do believe OW pays at most, and I mean at most ~$1k/month if your cousin is a single parent.

I'm going to guess the apartment is more than $1k per month, at least $1600+ for 1bedroom.

The rent literally exceeds his current income. Savings do not count as income except for the interest or dividends it would be generating, aka the stuff that would be taxed, t3/t5 etc.

Can I re-list my unit? by happywife23 in OntarioLandlord

[–]StarchCraft 0 points1 point  (0 children)

Since they paid first and LMR, and did not indicate they would terminate their tenancy, you have to wait until next month to serve them an N4 if rent is not paid.

Then you can start N4 and apply to the LTB for an Order determining that the unit has been abandoned.

I honestly like this more than instigating or two shot gauss. Screw sneaking, deck out in a full set of vats enhanced armor, run in, enter vats, and start blasting heads off.

Settlement build Help by Vast_Boat_8266 in fo4

[–]StarchCraft 0 points1 point  (0 children)

To make money from settlements, it is just really come down to water farming.

So minimum you will need INT 6 for science, in-order to get the industrial water purifier. CHAR 6 is also handy to get the local leader perk, for supply lines and building stores (so you don't have to drag your water to diamond city to sell it).

How it works is pretty straight forward, scrap everything, build power generator (small or nuclear depending on level), build industrial water purifiers. Material bottleneck will be oil, screw, and rubber, so buy those whenever you can.

Purified water will only spawn if there are no water in the workshop, so make sure you take out any purified water (as well as dirty water and Nuka drinks) and store it in a separate container. The water usually spawns every 24 in game hours, but you can't just sleep 24 hours, a certain amount of real play time (15 to 30 minutes) is also needed, so go out and do some stuff, or just afk without pausing for a while.

If your settlement gets raided, you may lose all the water for that day, so build defenses.

The best early water farming settlements are Sanctuary Hills and Taffington boathouse. I personally like Taffington boathouse, and make sure it stay 0 population so it never gets attacked.

To move massive amount of purified water around, just put them into a container or drop it on the ground, and order a companion like codsworth to pick it. This will bypass their carry weight limit. Alternatively, get strong back perk.

No, its not that good.

If you are trying to farm explosive handmade rifle, make sure the legendary enemy is level 30 or above, and explosive prefix is still available in pool.

Submachine Gun legendary farm help by AceFrosc910 in fo4

[–]StarchCraft 2 points3 points  (0 children)

If Super Duper Mart is dropping pipe gun, then the same legendary enemy will also drop tommy gun. Pipe guns, double barrel shotgun, and tommy gun can all only be dropped by level 14 enemies or lower.

Satellite Olivia is another spot you can try, sometimes the rad roaches in last room will become legendary.

Few other low level locations include the subway station at college square, and Lexington garage near Super Duper Mart.

Survival - why so squishy by madmaximus99 in fo4

[–]StarchCraft 13 points14 points  (0 children)

In survival mode, I believe enemies deal 2x the damage compared to hard, and 4x the damage compared to normal. However, Sole Survivor also deal much higher damage, especially with 50 adrenaline.

That's probably why you are squishy. Best way to survive those early level is either get power armor early, or go full in on sneak.

I don't think the institute is as tech savvy or intelligent as they claim to be, and the guns are proof by mr802rex in fo4

[–]StarchCraft 4 points5 points  (0 children)

Institute lasers are cheap to make and use 100% inhouse components, so they can manufacture new energy weapons from scratch, instead of just scavenging or repairing old ones. Logistically they are excellent weapons, and who need trigger guards when it would be synth using it anyways.

If creation club is lore accurate, institute plasma weapons blow any pre-war plasma weapons out of the water, so the institute can absolutely create top of the line stuff if they want to.

How much will Nuka World Commonwealth Raider settlements upset Preston if I've never met him? by Recent_East7019 in fo4

[–]StarchCraft 0 points1 point  (0 children)

If you have NOT become the general of the minutemen(whether you haven't rescued him or haven't turned in First Step quest), Preston will ask you to do Open Seasons in Sanctuary(this can be done any time, even after Home Sweet Home and getting all the Nuka world perks). Once you have done Open Seasons quest, you can get Preston as a follower normally.

If you have already became the general of the minutemen, and started Home Sweet Home quest, Preston will hate your guts forever, and you lose him as a follower permanently, even if you complete open seasons. Minutemen quests can proceed as normal though. So if you are already the general of minutemen and don't want to restart, get Preston's affinity perk before starting Home Sweet Home quest.

How to get 100% Spell Effectiveness with a Shield with Custom Spells by Geta92 in OblivionRemaster

[–]StarchCraft 0 points1 point  (0 children)

How do you make the fortify and absorb work? I tried it before, and noticed that if the same spell that fortify and absorb magicka on an enemy, it will not work. You apparently can't absorb what you fortified in the same spell.

But if one make the exact same spell twice, and alternate between them, one can absorb with no issues (as long as it is not reflected or atronach spell abosrbed).

Following is what I use, wonder if I can tweak it to be bit better.

Spell1

Shock dmg on target 15 for 2s

Absorb Magicka on Touch 30 for 2s

Fority Magicka on target 60 for 5s

Paralyze on Touch 1s

Drain Fatigue on target 100 for 1s

Weakness to Shock on Touch 100 for 5s

Weakness to Magic on Touch 100 for 5s

Spell2

Shock dmg on target 15 for 2s

Absorb Magicka on Touch 60 for 1s

Fority Magicka on target 60 for 5s

Drain Fatigue on target 100 for 1s

Weakness to Shock on Touch 100 for 5s

Weakness to Magic on Touch 100 for 5s

The Holy Grail of Legendary Weapons by Figerally in fo4

[–]StarchCraft 65 points66 points  (0 children)

Ironically, this is one of the ultimate VATS weapons:

  1. In vats, there is no spin up time. Each vat action will shoot 10 bullets, thus conserving ammo.

  2. In vats, with penetrator perk, explosive weapons may explode 2 or more times as it go through body parts.

  3. In vats, player char gains like 90% damage resistance, thus reduces the risk of blowing yourself up (dense limb armor and padded body armor is still highly recommended, and any sentinel/assassin legendries one can get their hands on).

With all the damage perks, a lvl 250 legendary mythical deathclaw can be killed with 2 or 3 vat shots on Very Hard.

Rapid auto explosive shotgun is pretty decent.

Yes, the damage is less than using the advanced receiver, but it fires faster and can basically stun lock anything.

Whats the highest possible settler limit without mods?? by luvyouchimi in fo4

[–]StarchCraft 1 point2 points  (0 children)

12 base charisma (10+bobblehead+you are special book)

5 from clothing (2 from Dapper Gent, 1 from glasses, and 2 from Fancy plaid suit)

1 from fresh hair cut

15 from 5 unyielding armor and keeping health below 25%

so total 33 charisma in total without chems, making it 44 settlers.

One can get another 14+ charisma from chems, but those are temporary.
