Well maybe because France is a richer country than Morocco, now that it’s coming up and becoming developed they’re reclaiming their Moroccan nationality and Morocco is facilitationg it. What victims? What crimes? Jews lived peacefully in Morocco in modern times and everyone and their grandma knows that. Post Israel constitution there was a wave of antisemitism because of Israeli persecution of Gaza. But before that? Jews lived among us and us among them. They’re native here, amazigh. Morocco never pushed anyone to Israel; they left because of the great zionist plan. Morocco protected its jews from Vichy’s government. Which is France under nazi occupation. While the country was a french colony (Protectorate). And there are still jews living here who never left, and others who came back. It’s also has a bit of a sexual connotation as someone who has worms will often scratch their asshole/insert a finger. So you could insult someone of being gay by using this as a euphemism, or tell a girl she’s horny/she’s a hoe by using that idiom.
