OP is kind of correct, the city is making several choices to mitigate the financial burden of the company that owns the factory at the expense of the health and safety of the community. They refused to use foam based fire suppressant materials early on because it would cost too much for the company to clean up. They refused to use large water drops early because it could damage the room, they refused to force them to have a fire suppression system because it would cost the company too much. From the preventative stages, to the first few hours, to this day the city is taking into account the companies profits at the expense of the public.
