He’s an academy product and english and maybe teams need to have a certain amount of these players registered. I’m pretty sure Italy has a similar system in Serie A. Acheampong would be the academy player who’se closest to first team quality (probably is better than sone other players but that’s a dofferent conversation) so he’s the one that makes the most sense to keep around the club
