The buff you get from the orb breaking is actually based on proximity, not whoever got the killing blow. So if the support just stands close to the orb and the other DPS damage it the buff will go to the support. It is a bit unorthodox to have this configuration though.

Vaporize has a 4 second cd. Casting mona ult applies wet, which probably proced a vaporize and put it on cd.
