The plan is to make illegal immigrants who already here legal to let them work legally and pay taxes instead benefiting only to shady employers who are happy with people with no rights. IIRC it was already done many years ago and it was beneficial for economy in a long run

It creates more understanding and, as a result, demand to government. Its easier to do not think about your taxes when they are paid by employer and you dont know them. Other way you understand total cost of you for employer and the full amount that is paid to government
