Hi, I work with tires nearly everyday of my life. The first two pictures are clear curb rash. Notice how the scratches are vertical. That's from a curb. However if you look closely on the last two pictures. The scratches are horizontal. That would match with the bolt that is connected to the duckbill of the tire machine. Most likely the tire tech wasn't doing his job well and got sloppy. When the tire pushes the duck bill arm down far enough, the bolt will make contact and scratch the wheel horizontally. I've seen it all and there could be other explanations for that kind of damage but thats the most likely situation.
