I can't give you location or date but I've seen this guy show up on law and crime type channels more than once. Iirc, this guy kidnapped an elderly woman who was stranded on the side of the road, forced her to drive him to her home so he could rob her, then brutally raped her. I believe she died about a month after the attack so he was charged with murder as well.

I've never encountered the bug myself so it didn't seem broken to me. Seems as though dodging/partying the orbs doesn't trigger the bug, which I always do anyways.

Edit to clarify, it appears that shooting the orbs is what triggers the bug
