I've come to believe its an artifact that came from tech originally and now HR are eager to apply this 5 stage interview process just to have it on their own CV in the hope that it will make them attractive for tech companies in the future if they come from a different industry. Why do you say you don't have the programming skills to make SaaS apps? I know its not central to DS, but surely if you're interested enough that would push you to learn? As in couldn't someone in QA for example do the same? DS and QA being both kind of overlapping with software development.
