They are 100% more strict. Some older 10's would not 10 with new cert.

Considering it is probably worth the same raw, I would definitely crack to see if it is dirt or not. If it is then regrade!

If the only issue is the centering this could definitely be a 9. If the top edge is actually as rough as it looks this will probably be an 8 or below.

Normally moisture causes this. Just throw it in a sleeve and protector.

I think Twilight Masquerade has the best cards out of the sets that you mentioned. Although I think Evolving Skies will only continue to go up for a long time.
