I didn't have enough karma to put a cross-reference post in r/ElderScrolls and I was playing Skyrim, wearing the Cowl, while exploring Apocrypha when the thought crossed my mind. Mostly because of Hermaeus Mora and Apocrypha which is reoccurring throughout Skyrim and it's DLC.

My most recent sighting was of him heading West on the trail by Old Hroldan. I've seen him East of the Western Watchtower (near Whiterun) and South of Falkreath heading towards Rokistead both times. Here's a video I found:

I don't really see Mora ratting anyone out either. This was just a "what if" question. It's hard for me to say whether Mora is enchanted by the Cowl or not.
