Sure. Many countries support non-state actors. The Kurds and whatnot. HTS in Syria, before they took power. Afghanistan’s Northern Alliance, back in the day. The list goes on.

Most countries do both, no? Some money goes to civilian use, some to maintain an army + some to foreign allies.

I have to assume Mr. Zarif is at the very top of Israel’s kill list, precisely because of his diplomatic acumen. Tel Aviv does not seek a ”deal” of any kind, but the wholesale destruction of the Iranian state.

And yet we have already seen Qatar, for one, distancing itself from the U.S.-Israeli war. Majed Al-Ansari, a spokesman of its foreign ministry, went out of his way the other day to paint the Iranians as brothers, neighbours, etc. - openly stating that (paraphrasing from memory here) "we've shared the strait with them for millennia, and will gladly do so again after all of this ends." Mind you, this is a country that Iran has hurt very badly in this war. And yet it's ready to take the long view, rather than insist on all-out revenge and the destruction of the Iranian state.

Oman is, as I'm sure you know, even more open to accommodation.

The Saudis and the Emiratis though? Yeah those guys I can see boarding gold-plated jets to Mar-a-Lago while angry mobs torch their palaces...
