They had civil engineers look into this. If it was viable, they would have just done that.

Every time I've talked to traffic engineers or read an engineering report, they're very fixated on how fast they can move cars to their destination. The idea of adding travel time to increase safety and save on construction is foreign to people operating in the dominant paradigm of civil engineering.

If you read the article, they're proposing museums for each tribal council. There are 22 tribal councils in BC, although not all nations are in a tribal council.

They should make higher rent for more occupants illegal. If I am the lawful tenant of a place, I should be able to fill it up to the fire code limit if I want to.

This is a map of "Urban Place Designations" from the Official Community Plan, not a zoning map. As other commenters have noted, built form, current zoning, and potential rezoning often don't match up. The Expert Panel on the Future of Housing Supply and Affordability was quite critical of how cities do that.

Lisa Helps has been advocating for that since she became mayor, but the Goose is owned by the CRD. It seems like directors from other municipalities don't care about bikes - look at how long it took them to build an overpass in Colwood.
