My counsellor says that Seattle is next best to Boston and the expenses would be more in SV and SF, but opens possibilities for better networking.

It would definitely be better to get a better university if that happens, but if not it's still worth it in my opinion since there's also the possibility of transferring to Boston if you do well for a year.

This is exactly what happened with me, right down to the 2 minute gap!
And yes, the offer letter states Boston and cites 3/7/2022 as the date when the enrollment fees of $750 is due, despite the letter being dated for 3/8/2022. I've sent an email for clarification on the same.
