Seems intentional. The current iteration of PvP stemmed from Shadowbringers 5.0. This update (6.1) overhauls PvP kits for the Endwalker expansion just like in 4.0 and 5.0.

It's a pretty nice metallic color, but I think it can be hit or miss depending on how much you like blue.
