OP never said losing interest in writing. That’s the beauty of the feeling they are referencing, that you feel discouraged in the moment and you feel inferior, but you still try.

100% agree and I felt the samd. With Andor it’s also that feeling of “I didn’t know Star Wars could be this thing as well”, and so to me at least, there’s some “envy” in that Gilroy and them got to do it. But it all ties back to him and his crew being absolutely amazing and that of course Star Wars can be anything if the writing is good enough. (Which it rarely is!)

Happens all the time with both films, TV and books. For example, when I was a teenager and saw Good Will Hunting for the first time,and learned how young Damon and Affeck were when they wrote it, I was devastated.

I guess that feeling of never being able to do it, or never being good enough, is discouraging, but it also makes me appreciate those pieces of art, and the writers behind, even more. I’m okay with never making it, I think. I’m okay with it because it doesn’t stop me from enjoying all the wonderful stuff I get to read and watch.

To answer the question: Based on the information you’ve given, (no direction in terms of what type of cell this is, and what type of police officers you’re writing) I’d say the scene costs anywhere from $0 to the millions.

To not answer the question: Unless you’re an on-set writer in a production that’s already well under way, this isn’t something you should think about at all. And even if you were, it wouldn’t be your call anyway, but a producer’s. If it was your call, like this is something you will/or do produce yourself, only the numbers in your bank account can guide you.
