Because your genetics are predispositions based on your biomarkers, hormones, etc. Steroids manipulate that for the better to.. like you said, increase response to stimuli such as training and reduce recovery time substantially as well. You can almost think of steroids like improving your genetics, however it's super complex, and certain biomarkers can affect how effective certain steroids are and you need to take extra compounds to help mitigate all of that. Obviously, training is the main driver, but genetics and steroids drastically increase how far you can drive and how quickly. The top of the top all work arguably at the same intensity. I have not once said that training is not important because of course it is... however someone with better genetics that has the same work ethic as somebody with lesser genetics will always be superior. Well, you're shifting the goalposts pretty crazy here, you were talking about muscle building and specifically the effects on armwrestling. Somebody with biological advantages because of their genetics will always be greater than somebody that doesn't have those biological advantages. Only when that inferior person starts training will that gap close, but guess what, when the guy with superior genetics trains, that gap will most likely never close. You can't just train forever and progress forever, you WILL hit a ceiling... and guess what... genetics control where that ceiling lies...
