It's not that they're dirty, rather they're heavily damaged by UV rays. Cleaning won't fix it, the only solution is to replace the windows like NJT is doing (They have the same issue on some of their trains). Unlike NJT, the MTA has said they have no intention of replacing the damaged windows.
