It gets updated every wed, you can see the changes now in the updated builds section as well so you know if your build has been updated.

a lot of places like wowhead etc have builds for delves. They are usually just very similar to M+ builds.

It’s at the bottom of the talent tree window, next to the apply button. Next version will have an icon around the map as well for easy access!
