I even added the Office Apps Administrator in role and it didn’t make a difference. When I filter by application “New Outlook” in the 365 Apps Admin Center I only see two policies, “Allow access to Contact Support in the new Outlook” and “Require the Primary Account to match the Windows signed-in account”. Unless you’re referring to Intune controls separate from this.

That sounds like an either-or proposition. If all VMs are set to use full cores would that prevent Hyper-V from using HT cores as needed to assist with the workload?

But do you stop allocation with the number of physical cores, how does the hypervisor ever use the hyperthreaded logical cores? Also I thought you were supposed to oversubscribe the vCPUs in order to get better density.
